Should Toilet Paper Go Over or Under?

Should toilet paper go over or under? While I've been getting settled in the Quad Cities I've been staying at the Best Western Plus Steeplegate Inn. I had to laugh when they refreshed my toilet paper. The Housekeeper who put the roll on put it so the paper goes under. Before the refresh both rolls of paper were going over.

I prefer over. It just seems easier to grab the TP and get it off the roll. What's your preference and why? Should TP go over or under? Leave me a comment below and we'll see which way wins.
